In Multipurpose Pot, cook penne according to package directions.
In a frying pan or Wok over high heat, add tomatoes, oil, wine, Bouillon, basil, Minced Garlic, sugar and crushed chilies, and cook until boiling. Reduce heat to medium-low and simmer approximately 10 minutes.
Add pasta to sauce, toss, sprinkle with Parmesan cheese and toss again. Serve immediately.
